A Vermont bill looking to ban cell phone use of any kind by anyone under 21 years old has been introduced by Democratic Senator John Rodgers.
The bill would make the possession of a cell phone punishable by up to a year in prison, a $1000 fine, or both.
Senator Rodgers says cellphones are a large factor in teenage driving deaths and can lead to bullying and radicalization.
