Call it a case of a cunning canine con job… with a twist. This caper coincidentally occurred right under the keen eye of The Franklin Police Department. The department’s wily whelp was caught with his “paws in the jar,” so to speak. Apparently 1 year old Ben Franklin was hoarding toys, collected by the Franklin Police Department’s community toy drive.
